We seek a mission-focused, seasoned, strategic, and process-minded leader to expand and develop our current strategies around data and outcomes as a critical tool for programming, research, and resource allocation. While the Senior Director must bring efficient and effective systems to increase the organization’s productivity, it is also critical that they have the skills, sensitivity, and personal confidence to collaborate with teams who highly value the creative spark that drives the agency’s Standards of Excellence and Philosophy of Care.
The Senior Director of Impact and Evaluation guides the development, implementation, ongoing assessment, and strategy of evaluation and outcome initiatives across the agency. These responsibilities include oversight and maintenance of all organizational tracking systems and databases; development, administration, and analysis of outcome assessments; creating and publishing reports for internal and external stakeholders; fostering a culture of impact and outcomes across the organization; and identifying and researching program strategy needs.
They are primarily responsible for the overall agency data, evaluation, and impact reporting. The position will hone existing systems to gather appropriate and helpful data and interpret and report on outcomes, including identifying gaps, trends, and impact. Building on existing expertise and history, this data will guide the organization’s work, including decision-making, strategy development, and effective and efficient programming to meet the needs of those served by Victory Programs’ efforts.
The Senior Director of Impact and Evaluation reports to the Chief Program Officer while working closely with the Executive Director and the Chief Operating Officer. They will participate in the agency’s Executive Leadership Team. The position will supervise a Quality Assurance Manager and a multi-member Quality Assurance team. This position will partner closely with a broad group of team members from Programs, Human Resources, Finance, Operations, and Development on concrete projects, including developing a culture of continuous learning and quality improvement.
Position Responsibilities
- Conceptualize, analyze, and provide solutions for the agency’s data needs. Work with the Quality Assurance Team to oversee the management of the agency’s data infrastructure and its ongoing enhancement, as well as the data needs of all departments by translating business needs into functional/technical recommendations and operational processes. Maintain an understanding of all data collected to assess duplication of efforts and generate recommendations on using data holistically to inform decision-making.
- Coordinate, initiate, and supervise evaluation of current programming and program opportunities, leveraging existing data collected agency-wide and practice experience of program leadership and staff.
- Assess the impact of services, service delivery model, methods, and outcomes on contracts, program staff, administrative staff, and overall client care. Provide specific action plans, organization, and program goals to enhance impact as needed and assessed. Proactively identify gaps in services and service delivery. Help Victory Programs create a culture where data is collected and used effectively to improve our programs.
- Oversee the development, implementation, and ongoing assessment of Victory Programs’ long-term impact, outcome, and evaluation strategy.
- In partnership with agency leadership: use emerging issues and key trends to help identify and direct the organization’s strategic and long-range goals; conduct an organizational review and create a structure to identify strengths, weaknesses, and opportunities in program and operational areas; and utilize data and our experience to ensuring that projects and initiatives are prioritized and aligned with Victory Programs’ strategic direction, theory of change and philosophy of care.
- Analyze and synthesize agency data to provide insight into trends, patterns, and programming opportunities. Prepare white papers and evaluation documents for internal and external dissemination, serving as leader of projects, including producing and distributing special or research-based collateral to our supporters, the public, and elected officials.
- Supervise agency research participation and special projects as needed. Lead and supervise special projects within programming that require the engagement and empowerment of key staff and stakeholders.
- Work in concert with the Development and Communications Team, including collaboration for successful grant proposals and interpretation of key data findings and indicators as potential components of external messaging; collect and identify external data and research for more impactful storytelling; link metrics and evaluation activities to resource development; provide data analysis and reports to meeting requirements for data collection and outcomes evaluation for grant reporting and potential funders’ requirements.
- Research secondary data to support VPI’s outcomes; research best practices in nonprofit outcomes management. Collaborate with stakeholders to drive the development and use of metrics to create best practices around programming and sustainability; keep abreast of national research and trends in best practices and bring that learning to VPI leadership to inform planning.
- Engage and educate Victory Programs’ staff on evaluation and outcomes. Ensure staff compliance regarding evaluation efforts.
- Lead processes that turn data into opportunities for programmatic innovation and improvement to increase impact. Identify and build a service-vetting framework to evaluate new opportunities to provide or recalibrate services.
- Work with Division Directors to develop, maintain, and improve Victory Programs’ organizational dashboard (an internal tool for assessing effectiveness and efficiencies).
- Hire, supervise and develop a strong internal team.
- Ensure a positive team environment that is collaborative and cross trained.

Beyond that, we seek a candidate with proven experience in scaling a multi-site organization and a demonstrated ability to lead and build the capabilities of a driven, bright, diverse team. As noted, this is an organization driven by the values of its people, so experience in managing a “values-driven” organization will be highly prized. Additional requirements are:
- Results-proven track record of exceeding goals and a bottom-line orientation; evidence of the ability to consistently make good decisions through a combination of analysis, wisdom, experience, and judgment; significant experience in research, writing, data analysis, and the ability to convey complex concepts to a diverse audience

- Action Oriented—enjoys working hard and looking for challenges; able to act and react as necessary, even if limited information is available; not afraid to take charge of a situation; can overcome resistance to leadership and take unpopular stands when necessary.
- General Management—thorough understanding of systems; broad experience with the full range of business functions and systems, including strategic development and planning, budgeting, business analysis, information systems, and human resources
- Solid educational background—undergraduate or advanced degree preferred
- At least ten years of experience, with at least five years of management or leadership experience and five of experience in data and evaluation. Nonprofit social services experience is highly preferred.

Salary + Classification:
Victory Programs is committed to paying competitive wages. To increase equity, because we know that salary negotiations tend to have an unfair bias, we do not participate in a salary negotiation process for any candidate. We will make our best offer, and it will be the same regardless of the candidate. The annual starting salary for the Senior Director of Impact and Evaluation is $105,000. This position meets the exemption requirements as defined by state and federal law. Exempt employees are paid on a salaried basis, and their salary is intended to constitute their entire regular compensation, regardless of the number of hours they work; therefore, exempt employees are not eligible for overtime pay.
